CAMP DANGWA, Benguet - Police in Abra arrested a 49-year-old former kagawad (councilman) who is facing murder charges after they broke through a barricade put up by his supporters in Ba-ay Licuan town.
"There are no untouchables in Abra," said Baay Licuaan Police Inspector Jose Ingtitan, leader of the team who arrested Jovencio Lucas.
A standoff ensued when residents refused to allow the policemen to take Lucas away. They claimed that the case against Lucas has been settled amicably.
After a dialogue, residents finally allowed police to leave with Lucas.
Police records showed that on August 29, 2005, Lucas allegedly shot Ave Anquilliano, Reagan Bandril, Aloy Dugayen and Alejo Domingo in Ba-ay Licuan.
Prior to the incident, witnesses said that Lucas allegedly barged into a prayer meeting organized by the victims and created trouble.
He was pacified and told to leave. He went home but later returned with a gun and opened fire, hitting the four men.
Lucas was taken to the Abra Provincial Jail. - GMANews.TV
