TBILISI, Georgia - Georgian President Mikhail Saakashvili has signed a cease-fire accord and says his country will never be reconciled to losing any territory.
Saakashvili says he warned the world about a Russian military build up for months and has criticized Europe for its muted response. He says that Russia mobilized 1,200 tanks within hours to invade Georgian territory.
He was speaking at a joint news conference with U.S. Secretary of State Condoleezza Rice Friday. He also criticized the muted reaction by European nations to the Russian build up.
Rice said all Russian troops must leave Georgian territory immediately. - AP
