An active low pressure area spotted northeast of Luzon has developed into a tropical depression and has been named "Helen," weather bureau PAGASA said Monday.
PAGASA Chief Weather Forecaster Nathaniel Cruz said Helen will affect the provinces in extreme northern Luzon including Cagayan, Kalinga, Apayao and Ilocos Norte.
PAGASA's 5 a.m. weather bulletin said Helen was spotted 385 kilometers east of Basco town in Batanes and moving west. The weather disturbance is packing maximum sustained winds of 55 kph near the center. It is forecast to stay near the vicinity of Batanes until Thursday.
PAGASA said Helen is expected to enhance the southwest monsoon and bring rains over Luzon provinces. The weather bureau advised people living in low lying areas and mountain slopes to watch out for flashfloods and landslides.
