A handcuffed Pasay City man died while his father suffered gunshot wounds after a member of the Parañaque City police shot them Sunday in what authorities said was an incident stemming from a neighborhood quarrel.
Police Officer 1 Bimbo Ricafranca immediately escaped after killing Fernando Marcelo with a single gunshot to the back of the head near the corner of F. Victor and Tramo street. Marcelo's father, Ernesto, meanwhile, suffered four gunshot wounds to the body.
Pasay police said that the attack took place after Ricafranca's and the victims' paths crossed on Sunday.
Witnesses said that the suspect grabbed Marcelo and handcuffed him to a post before discharging his 9mm pistol on the victim. Ricafranca then opened fire on the elder Marcelo.
Police said that according to neighbors, Ricafranca and the victims had been at odds before the attack happened.
