Floodwaters brought about by heavy downpour submerged parts of Metro Manila Monday afternoon.
According to Metropolitan Manila Development Authority (MMDA), Dapitan, Altura, and SM Manila in Manila and Ortigas have been under gutter-deep floodwater.
Knee-deep floodwaters submerged Claro M. Recto, specifically near Isettan mall, while half tire-deep water flooded Padre Campa Street in España.
As of 11 a.m., weather bureau PAGASA said tropical depression Helen has maintained its strength and remained almost stationary for the past six hours.
Earlier, PAGASA Chief Weather Forecaster Nathaniel Cruz said Helen would affect the provinces in extreme northern Luzon including Cagayan, Kalinga, Apayao and Ilocos Norte.
PAGASA said Helen is expected to enhance the southwest monsoon and bring rains over Luzon provinces. The weather bureau advised people living in low lying areas and mountain slopes to watch out for flashfloods and landslides.
