Sen. Rodolfo Biazon said he was withdrawing his support for proposed Joint Resolution No. 10 which seeks to convene Congress into a constituent assembly to amend the Constitution and establish a federal system of government.

Biazon cited "danger signs" ahead, notably Malacañang’s expression of support for charter change and statements from pro-administration congressmen that efforts to amend the Constitution would not be limited to the shift to federalism.

He also pointed out however, that the reason he signed the resolution filed by Senate Minority Leader Aquilino Pimentel Jr. was "to put the issue to a national debate."

Biazon uttered his statements as pointed to remarks he wrote next to his signature on the federalism measure which read: ""It is about time that this issue is put to a serious national debate."
